Democratic Party process
The process used by the Democrats is more complex than the Republican Party caucus process. Each precinct divides its delegate seats among the candidates in proportion to caucus goers' votes.
Participants indicate their support for a particular candidate by standing in a designated area of the caucus site (forming a "preference group"). An area may also be designated for undecided participants. Then, for roughly 30 minutes, participants try to convince their neighbors to support their candidates. Each preference group might informally deputize a few members to recruit supporters from the other groups and, in particular, from among those undecided. Undecided participants might visit each preference group to ask its members about their candidate.
After 30 minutes, the electioneering is temporarily halted and the supporters for each candidate are counted. At this point, the caucus officials determine which candidates are "viable". Depending on the number of county delegates to be elected, the "viability threshold" can be anywhere from 15% to 25% of attendees. For a candidate to receive any delegates from a particular precinct, he or she must have the support of at least the percentage of participants required by the viability threshold. Once viability is determined, participants have roughly another 30 minutes to "realign": the supporters of inviable candidates may find a viable candidate to support, join together with supporters of another inviable candidate to secure a delegate for one of the two, or choose to abstain. This "realignment" is a crucial distinction of caucuses in that (unlike a primary) being a voter's "second candidate of choice" can help a candidate.
When the voting is closed, a final head count is conducted, and each precinct apportions delegates to the county convention. These numbers are reported to the state party, which counts the total number of delegates for each candidate and reports the results to the media. Most of the participants go home, leaving a few to finish the business of the caucus: each preference group elects its delegates, and then the groups reconvene to elect local party officers and discuss the platform.
The delegates chosen by the precinct then go to a later caucus, the county convention, to choose delegates to the district convention and state convention. Most of the delegates to the Democratic National Convention are selected at the district convention, with the remaining ones selected at the state convention. Delegates to each level of convention are initially bound to support their chosen candidate but can later switch in a process very similar to what goes on at the precinct level; however, as major shifts in delegate support are rare, the media declares the candidate with the most delegates on the precinct caucus night the winner, and relatively little attention is paid to the later caucuses.--

Sam discussed this earlier tonite. As I remember the explanation, Republicans meet at the caucas and cast an individual vote when they get there. Democrats meet in a caucas and decide collectively for a winner. So 906 is not votes, it's the number of caucases (sic?)

Because Peace and Freedom Party is small, its voters could be overwhelmed by others in our primary. The voters voted to open the primaries to everyone several years ago, but the U. S. Supreme Court ruled it unconstitutional. The general election is where all voters are allowed to vote for the candidates of their choice from among those that each party puts forward. In California we have a long tradition of ticket-splitting, and practically everyone votes for candidates of more than one party at times. Being a registered voter in a party is really rather different from being a "member" who is active, gives time and money, etc. As I mentioned, many people switch parties in order to be able to vote in particular primaries, which gives an indication that registering in a party is not quite the big decision that it is in some other states. This is one reason why I do suggest that you register in our party in order to vote in the primary - no one will hold it against you if you want to re-register later.
As with so many other things, election law has little to do with how things "ought to be." For example, we really ought to have proportional representation, so that a party with support from, say, ten percent of the electorate would get ten percent of the seats in the legislature. As with all the other laws, the big-money folks have an entirely disproportionate say. And to that, they say NO! They don't want working people to have any say in anything.
Now that you have an actual response from the Peace and Freedom Party, I hope you will post that fact as well.
You may want to attend one of our presidential forum events being held starting a week from tomorrow. They will be in six cities up and down California. In what area do you live?

But, as she spoke, shock and despair seemed to replace enthusiasm in the Clinton campaign. Months ago, the New York senator rolled into Iowa with an aura and attitude of invincibility. She now leaves the state for next Tuesday's primary in New Hampshire after suffering a humiliating finish nine points behind Obama and one point below Edwards.

The good ol' Bush-FDA. They're always there for industry, when industry needs them. Just don't ask them to care about safeguarding the food for consumers though. I know it's asking for a lot, but could the Democrats in Congress back up the broad majority of Americans who hate this idea? Would this be asking too much?

Amid new worries about a possible recession, the housing slump and rising oil prices, President Bush is exploring an economic stimulus package to reinforce the U.S. economy.
White House press secretary Dana Perino said Thursday that Bush is closely monitoring economic trends and is seeking input from his economic advisers on the pros and cons of such a package.
"The president has indicated that he will not make up his mind as to whether or not to lay out a package until the State of the Union," Perino said about the president's speech on Jan. 28. "Our economic policy is like our military policy. It is based on conditions on the ground and the president listens to advice from his economic advisers."
On Friday, Bush will receive an update from a working group on financial markets, an interagency panel that meets regularly to discuss market conditions and regulatory policy. Treasury Secretary Henry Paulson is chairman of the group. The other members are: Federal Reserve Chairman Ben Bernanke; Chris Cox, chairman of the Securities and Exchange Commission; and Walt Lukken, acting director of the Commodity Futures Trading Commission.
The Commerce Department reported Thursday that orders for manufactured goods rose by 1.5 percent in November, the biggest rise since a 3.4 percent surge in July. But the increase reflected higher petroleum prices and was not seen as a sign of renewed strength in the nation's manufacturing sector.
The Federal Reserve cut a key rate three times last year. Many economists predict there will be more rate cuts to come to help energize a weakening economy.
The president says he knows the public is frustrated and restless about the economy, and that his administration is trying to help people deal with their mortgage crises, energy bills and education concerns.
In his end-of-the-year message, Bush said, "The underpinnings of our economy have proven strong, competitive, and resilient enough to overcome the challenges we face."

MONTGOMERY - Nearly two months after being ordered by an appellate court to explain his reasoning, a federal judge wrote Wednesday that he won't allow former Gov. Don Siegelman out of prison while appealing his conviction because he doesn't believe the conviction will be overturned.
U.S. District Judge Mark Fuller issued a 30-page order ruling that Siegelman should not be freed while he appeals his conviction. Fuller last year sent Siegelman directly to federal prison after he was sentenced to serve seven years, four months in prison for his conviction on bribery and obstruction of justice charges.
Judges with the 11th Circuit Court of Appeals twice ordered Fuller to provide a more detailed explanation of his decision, once in September and again in November.

In a statement issued after the talks, Rice spokesman Sean McCormack listed the outstanding issues before saying: "Secretary Rice also reiterated her intent to visit Libya at the appropriate time."
The statement made clear US expectations.
"Secretary Rice urged Libya to move forward in resolving outstanding claims by families of terror victims against the Libyan government and raised human rights as an important agenda item for our bilateral relationship," it said.

U.S. Curtailing Bids to Expand Medicaid Rolls

WASHINGTON — The Bush administration is imposing restrictions on the ability of states to expand eligibility for Medicaid, in an effort to prevent them from offering coverage to families of modest incomes who, the administration argues, may have access to private health insurance.
The restrictions mirror those the administration placed on the State Children’s Health Insurance Program in August after states tried to broaden eligibility for it as well.
Until now, states had generally been free to set their own Medicaid eligibility criteria, and the Bush administration had not openly declared that it would apply the August directive to Medicaid. State officials in Louisiana, Ohio and Oklahoma said they had discovered the administration’s intent in negotiations with the federal government over the last few weeks.
The federal government has leverage over states, because it pays a large share of the costs for Medicaid and the State Children’s Health Insurance Program, and states have to comply with federal standards to get federal money. The insurance program was created for children whose families have too much income to qualify for Medicaid but not enough to buy private insurance.
On Dec. 20, the Bush administration rejected a proposal by Ohio to expand its Medicaid program to cover 35,000 more children. Ohio now offers Medicaid to children with family incomes up to twice the poverty level, or about $41,000 a year for a family of four. The state had proposed increasing the limit to three times the poverty level, to about $62,000.
“Federal officials told us that they would apply the criteria set forth in the Aug. 17 letter to our proposal for expansion of Medicaid,” said Cristal A. Thomas, the Ohio Medicaid director.
Dennis G. Smith, the director of the federal Center for Medicaid and State Operations, confirmed that account.
“To be consistent and logical, you have to apply the criteria to Medicaid and CHIP,” Mr. Smith said in an interview.
The same concern, about the substitution of government health care for private insurance, is present under both programs, he said, and states will not be allowed to “sidestep the Aug. 17 policy directive” by expanding Medicaid.
Jeff Nelligan, a spokesman for the Medicaid agency, said Ohio officials “were trying to get around the Aug. 17 policy directive.” Under that policy, states had to enroll 95 percent of eligible children below 200 percent of the federal poverty level before they could expand their programs, a criterion that many state health officials said would be impossible to meet.
Tony Fratto, a spokesman for President Bush, defended the administration’s stance.
“We want states to focus on enrolling their neediest population before they consider expanding Medicaid and CHIP to middle-income families,” Mr. Fratto said. “This policy demonstrates the president’s compassion. He wants to direct scarce tax dollars to those with the greatest needs.”
Administration officials say government health programs start to “crowd out” private insurance when they cover families with incomes from 250 percent to 300 percent of the poverty level — about $51,600 to $62,000 for a family of four.

The sun had not yet risen in Taji. A young Army soldier lay alone in the dirt. She was alive, but barely. Her ribs had been crushed; her spleen, ruptured. Her right side was marked by the angular tread of a tire.
Pfc. Hannah Gunterman McKinney was 20 years old, the brown-eyed mother of a toddler son, when she was spotted in the headlights of a passing Humvee on a perimeter road at one of the largest U.S. military camps in Iraq.
Thirteen hours later, in Redlands, Calif., Barbie and Matt Heavrin, who had three children in the military, learned they had lost their elder daughter to "injuries suffered when she was struck by a vehicle," as the Army first described it.
But there was more to the story. For the Heavrins, the events of Sept. 4, 2006, inside the wire of Camp Taji emerged bit by bit. McKinney's last hours, they would learn, involved alcohol, sex and a decorated reservist who was responsible for looking out for junior enlisted soldiers such as their daughter.
Her case would become one in a litany of noncombat deaths in Iraq, which number more than 700, from crashes, suicides, illnesses and accidents that sometimes reveal messy truths about life in the war zone.
The cases can be especially brutal for parents who lose a child and struggle to understand why. In McKinney's case, many of the details are in a 1,460-page file and court-martial transcript obtained by The Washington Post under the Freedom of Information Act.
Now, her parents want her story to be fully told. They cannot reconcile themselves to the idea that, on that terrible day in Taji, their daughter was left behind.
In the early days after McKinney's death, the Heavrins say they were told by Army officials that it appeared their daughter might have been run over as she crossed a street in the dark while going from a guard tower to a nearby latrine.

While a range of factors rumbled through the Democratic race, the Republican contest was essentially about one thing: religion. Evangelical Christians accounted for a remarkable six in 10 GOP caucus-goers, and they favored Huckabee, a Baptist minister, over Mitt Romney, who's Mormon, by a broad 46-19 percent.
Among the remaining, non-evangelical Republican voters, by contrast, only about one in seven supported Huckabee, and Romney won easily, with 33 percent. In this group John McCain had 18 percent support, Fred Thompson 17 percent, Huckabee 14 percent.
That raises the question of how well Huckabee's appeal can travel. There are far fewer evangelicals in some other states, notably New Hampshire; and their share in the Iowa caucuses, a low-turnout event in which a highly motivated group can have a large impact, may be hard to replicate elsewhere.

George W. Bush's Africa Command (AFRICOM) not only places oil and global military strategy as the number one and two goals of America's Africa policy but places the State Department's assistance program for Africa firmly under Pentagon control.
In Pentagon-speak, AFRICOM, created on October 1, 2007, is currently a sub-unified command under the European Command (EUCOM) in Stuttgart, Germany. On October 1, 2008, AFRICOM will become a separate unified command. AFRICOM is still looking for a permanent base in Africa but there is a likelihood that it will be scattered as a "distributed command" across the continent to further extend America's military presence into every region, Saharan and Sub-Saharan.
Moreover, the militarization of America's Africa policy, begun under George H. W. Bush and continued by Bill Clinton and George W. Bush, will continue in a Hillary Clinton administration. That is because there is a group of militaristic U.S. African "experts" in the Pentagon, State Department, and in-waiting at pro-Hillary Clinton think tanks like the Center for American Progress (CAP). Ironically, these "experts" are mostly woman and they include current Assistant US Secretary of State for African Affairs Jendayi Frazer, Deputy Assistant Secretary of Defense for African Affairs Theresa Whalen, and Bill Clinton's Assistant Secretary of State for African Affairs Susan Rice, who is currently with CAP.

It was an offhand remark, in 1971, by a Penn State professor to his political science students, that prompted me to become a devoted reader, then decades-long subscriber, to the New York Times: "If you don't read the New York Times, you can't begin to know what's occurring in the U.S. and the world." Over the years, I found overwhelming evidence -- much of it amusing and delightful -- to support his claim, even as I suppressed my suspicions that the "Old Grey Lady" was pimping for a muscular U.S. presence around the world. For years I lived with the conceit that sophisticated people spent much of their weekend mornings reading Sunday's Times
But, my-oh-my, how "Times" have changed! First, copy-cat journalism by Times' "wannabes" undermined the paper's claim to be the "paper of record." Subsequently, that reputation was further eroded - as was the general appeal of newspapers - by the emergence and widespread appeal of "24/7" cable and internet news. Finally, the Times suffered severe self-inflicted wounds - by such dishonest reporters as Jayson Blair and Judith Miller - from which it has yet to recover.
The final straw for me, however, was the December 30, 2007 decision by the Times to hire William Kristol (editor of the Weekly Standard) as a columnist. Although the Times calls Kristol a conservative, he is, in fact, a notorious neoconservative - a member of a political cult that many traditional conservatives disavow. Readers who noticed this Orwellian elision by the Times might also recall that in January 1998, Kristol (and Robert Kagan) wrote an Op Ed titled, "Bombing Iraq isn't Enough," which the Times was reckless enough to publish.

Today, January 3, a committee of the New Jersey Assembly will begin considering a bill that would make Jersey the first northern U.S. state to issue a formal apology for the state's historic role in slavery.
This measure would be purely symbolic.
According to an article by the Associated Press, Assemblyman Michael Patrick Carroll, a Republican, is not in favor of the bill. He said, "If slavery was the price that a modern American's ancestors had to pay in order to make one an American, one should get down on one's knees every single day and thank the Lord that such price was paid."
In other words, according to Assemblyman Carroll, the blacks should be thanking the Lord for the fact that their ancestors were slaves, because that's how they came to be Americans. If not for slavery, they'd still be in Africa. Praise Jeeeeeesus!

Colorful prayer cloths hanging from trees line the path to the top of the mountain, which rises about 1,300 feet above the surrounding plain.
But often, and especially in August, the serenity of the site is disturbed by a deafening roar, caused by thousands of motorcycles.
Indians have sought for years to block development of land around the butte into campgrounds, bars and other sites that could interfere with their religious use of the mountain. Now they have an ally in the governor.
Gov. Mike Rounds wants to spend more than $1 million to prevent developers from putting biker bars and other noisy businesses on ranch land near the mountain on the northern edge of the Black Hills.

The federal Minerals Management Service said it would take bids next month for concessions in the Chukchi Sea, which separates Alaska from Siberia.

He added that she had broken standard security rules by standing in the open top of her vehicle as the crowd swarmed around her and by not leaving the rally quickly.

No matter whom you supported in last night's Iowa caucuses, I think all Democrats and more than a few Independents will be saying "thank you, Iowans" this morning, not for the specific choices they made -- many may disagree -- but for the process they used. Iowa did a great job helping the whole country sort out the choices for President.
And Iowans did it with impressive numbers. Over 236,000 Iowan's turned out in bitter cold to participate in the Democratic caucuses, nearly 90 percent more than 2004, and as Howard Dean noted on CNN, about twice as many as participated in the Republican caucus. There were record numbers of first time participants, and large increases in women and young voters. As Marcy Wheeler and Hubris Sonic noted, all three Democratic front runners trounced Huckabee last night.
Iowans put up with a lot from the media, ignoring Beltway insults from those like the Washington Post's David Broder who declared yesterday that Iowans don't matter. After all, the imperious Broder declared, they're either left wing radicals or right wing religious nut cases who don't have enough sense to select the Serious candidates the Beltway pundits had already annointed for President.
I'm impressed by what the Iowa process did to educate the country. Iowans forced all the candidates to come there and answer their questions, in person, in hundreds of large and small gatherings all over the state. In the process we learned that some of the Republican candidates are not honest men; some are just phonies.

Harry Reid is going to cry.
I count the past year of campaigning for the presidency as one of the most rewarding in a career of public service.
Unfortunately, I am withdrawing from that campaign tonight.
But there is no reason to hang our heads this evening -- only the opportunity to look towards a continuation of the work we started last January: ending the Iraq War, restoring the Constitution, and putting a Democrat in the White House.
I know a lot of you came to this email list through a shared desire to return our nation to one that respects the rule of law, and I want to make one thing clear to all of you:
The fight to restore the Constitution and stop retroactive immunity does not end with my Presidential campaign. FISA will come back in a few weeks and my pledge to filibuster ANY bill that includes retroactive immunity remains operative.
You've been an invaluable ally in the battle, and I'll need you to stick by my side despite tonight's caucus results.
So, one more time, thank you for all of your efforts throughout the course of this entire Presidential campaign.
We made a real difference in shaping the debate, and we'll continue to do so in the coming days, weeks and years.

After Dodd's successful efforts to delay this bad FISA bill in December, Reid made a dismissive comment to the effect that this would have an easier time sailing through in January since the presidential primary would be mostly behind us. In other words -- Dodd would have dropped out by then, and he'd have little reason to "grandstand".
Except it wasn't grandstanding. Dodd is dead serious about protecting our Constitution, and I hope we can all pledge to do whatever we can to support his efforts. I certainly will.

I want to thank Chris Dodd and the entire Dodd campaign tonight. The final showing in the caucuses was disappointing to say the least, but there hasn't been a candidate in the race who has shown stronger leadership, more spine, and more actual opposition to Republican and Cheney Administration legislation during the course of this campaign.
The Dodd campaign has absolutely nothing to be ashamed of tonight. The Dodd campaign was perhaps the closest campaign to espousing the values and tactics we ask for here on DailyKos: Senator Dodd hired Tim Tagaris, a longtime netroots star. He pulled out all the stops to prevent Harry Reid from capitulating on FISA and on telecom amnesty. And he campaigned courageously and tirelessly to protect and defend the Constitution of the United States, ignoring the pabulum and platitudes--even the populist ones--that were the hallmarks of the top three Democrats in the field.
I can't quite figure out why the traditional media never gave Dodd the respect and attention he deserved. Maybe it's precisely because he stood up so strongly on behalf of the American People and their Constitution. Maybe it's just because Dodd's been around in the Senate for so long, that he seemed to have been "passed over for promotion", as it were.
Whatever the reason, shame on the traditional for ignoring your campaign, Senator Dodd. Of so many things the media has to be ashamed of during this race, focusing so much attention on Fred Thompson at your expense should really be at the top of the list.
Even though your Presidential run fell short, you have become my favorite Senator--and I hope that, if you want it, the next Democratic Administration will give you a role to play in the Executive Branch. If you wish to remain a Senator longterm after this, I fervently hope that you become the new Senate Majority Leader worthy of the American People.
All the best to you, Senator Dodd: your efforts will not be forgotten, and your race for the Presidency was not for naught. The Constitution is back on the table as an electoral issue; the FISA bill and telecom amnesty have been stopped in their tracks; and hopefully we'll have a new Democratic Majority Leader in the Senate who is worthy of the position.

It means that third parties will not be allowed the opportunity to present their candidates in the general election thus limiting voters choice and to make matters even worst than that it creates a situation where two Democrats or two Republicans may be the general election choice. However, the 'right to associate" means that people of like minds can come together and make decisions without outside interference. As you may know, Peace and Freedom Party is a party dedicated to democracy, feminism, socialism, egalitarianism, and environmentalism. People in another party who wish to have us removed from the ballot could vote in our primary, for what may be the worst candidates who distort our program and run campaigns that no one votes for. It is our contention that is exactly what happened in 1998 when California had an open primary and Peace and Freedom Party lost its ballot status. It took until 2003 for us to regain our ballot status. In fact we are the first party in the history of California to loose ballot status for more than one election and get back on the ballot. So while we made history in 2003, we do not want to go through that situation again. You may use your association rights by joining Peace and Freedom Party. I hope we will soon be welcoming you aboard.
