We all learned in elementary school how a bill becomes a law. First it's passed by Congress, then the President signs it.

But Rep. Don Young(R-Alaska)seems to think we all skipped a step. He claims he did nothing wrong when he secretly changed the 2005 highway act, after it had been passed, to redirect $10 million to a new transportation project favored by one of his wealthy campaign donors!

You read that right. Rep. Young acted in the dead of night – without Congress' knowledge or approval, without the American people's awareness – to change the language in a bill after it had been passed by Congress, but before it got to the President's desk.
